I personally find them easier to apply wet as when dry they have a tendency to fall all over my face - but I do like the dry effect better for #3 so my solution to powder fallout is to hold a kleenex under the eye I'm applying the powder to so it falls on the kleenex rather than my face!

GOSH Holographic Hero Nail Lacquer - $7 - was the item I wanted most from the GOSH Winter 2012 makeup collection - if you haven't gotten your hands on it already, you might already be too late!
The swatch doesn't even begin to do justice to just how much colour flash you get! Just remember, it's only meant to have 24 hour wear so don't be surprised when it starts chipping fast!

MUFE has the best holographic glitter I've ever seen. Can't wait to see the gosh nail polish at my local SDM
