It can be used on hair that is wet or dry and I've seen the best results doing a bit of both - I use one pump on my hair when damp and then half a pump when it was dry to smooth everything perfectly.
While I like how soft and smooth it leaves my hair I have to say I'm not crazy about the fragrance which is a little too perfumy for my taste for a hair product but since my nose and hair are a good distance away from each other, once it's on I don't smell it.
